Page Content Stream

A PDF page is not a picture; it is a content stream — a sequence of operators that instruct the reader how to draw the page: place this text here with this font, stroke this path there, position this image at this rectangle. The reader executes the stream to render the page. Because the stream is a program rather than a bitmap, its text can be selected and searched, and the same page can be drawn at any scale.

A page of a report and a scan of the same page. The report’s page is a content stream, so the text can be selected, copied, and searched. The scan is a single image with no stream, so the same page shows the same words but offers none of the interaction. Converting the scan requires OCR to build something resembling a stream’s text.
