PDF/UA (Accessible PDF)

Definition
Section titled “Definition”PDF/UA (Universal Accessibility) is the ISO standard that makes a PDF usable by assistive technology. Where a visual reader needs only drawn pages, a screen reader needs structure: a tagged document tree, a defined reading order, alternative text for images, and a document language. A PDF can look correct on screen and still be unusable to a screen reader, because the tags that describe it to machines are missing.
Example
Section titled “Example”A public benefits form that every resident must fill. On screen it looks like any other form — boxes, labels, instructions. A screen-reader user moving through it hears only a sequence of unlabeled fields, because the form has no tags telling the reader which text is an instruction, which is a label, and in what order they should be read. A PDF/UA version carries that structure, so the same user fills the same form unaided.
